Lynchburg sits in the Virginia Piedmont on soil that is mostly weathered red clay over saprolite over rock. Clay is the problem child of soil types. It takes on water and swells, then dries out and shrinks, and it does that repeatedly every year. A footing sitting on it rides that movement.
Now add the terrain. This is the City of Seven Hills, and on a sloped lot, every storm sends runoff toward the uphill side of somebody's foundation. That water saturates the clay, which increases lateral pressure on basement walls and softens the bearing soil under footings.
Then add the calendar. Central Virginia crosses the freezing line dozens of times each winter instead of staying frozen. Every cycle expands the water in the soil and then releases it, which is why cracks in this area reliably get wider between December and March.
Finally, the housing stock. Lynchburg has beautiful old homes on brick piers, fieldstone footings, and hand-dug basements that predate any building code. They were built well, but they were not built with vapor barriers, drain tile, or engineered fill.
